WASHINGTON – The National Archives lost a computer hard drive containing massive amounts of sensitive data from the Clinton administration, including Social Security numbers, addresses, and Secret Service and White House operating procedures, congressional officials said Tuesday.
One of former Vice President Al Gore's three daughters is among those whose Social Security numbers were on the drive, but it was not clear which one. Other information includes logs of events, social gatherings and political records.
Archives spokeswoman Susan Cooper said in a written statement that the agency was preparing to notify affected individuals of the breach. The representative of former President Bill Clinton has been notified, but Cooper gave no indication whether the former president's personal information was on the hard drive.
"The drive contains an as yet unknown amount of personally identifiable information of White House staff and visitors," the statement added.

LITTLE ROCK, Ark. (AP) — Rapper T.I. will be coming to Arkansas — to serve a federal prison sentence.
T.I., whose real name is Clifford J. Harris Jr., must report to Forrest City's low-security federal prison by noon on May 26, according to court filings. There, Harris will join 1,500 other inmates as he serves a year-and-one-day prison sentence after pleading guilty in March to federal weapons charges in Atlanta.
The rapper, the self-proclaimed "King of the South," had faced a maximum sentence of 10 years in prison and a $250,000 fine for each charge in his three-count indictment.
Harris will be credited for 305 days of home detention he already has served after being charged, so his stay at the Forrest City prison likely will be only two months.
R.D. Weeks, a spokesman for the prison, said Harris likely would be treated like any other prisoner coming into the facility.
"Unless there are custody or security concerns, all incoming inmates are placed in general population," Weeks told The Associated Press.
Weeks said each cell at the prison is double-bunked. Harris also will have the opportunity to use the recreation yard, as well as take part in counseling or participate in the one of the facility's 14 religious groups

PHILADELPHIA -Twenty-two individuals have been charged with using fake identities to obtain Pennsylvania driver's licenses.

Attorney General Tom Corbett said the investigation was sparked after Eugene Cobbs fled a downed aircraft that was carrying a quarter ton of cocaine. Cobbs allegedly walked away from the wreckage and checked into a motel using a Pennsylvania driver's license in the name of Marquis T. Munroe.

Corbett said that after an investigation by the Office of Inspector General the case was referred to the Attorney General's Office. Evidence and testimony regarding the case was presented before a statewide investigating grand jury, which recommended the charges being filed today.

Corbett noted that the investigation, which is ongoing, has revealed that many individuals obtaining fraudulent Pennsylvania driver's licenses have extensive and dangerous criminal histories.

"Obtaining a driver's license not only makes it legal for a person to drive, it serves as their primary form of photo identification," Corbett said. "A fake ID is a tool of the criminal trade that allows criminal activity to continue without detection by police."

According to agents, a majority of fraudulent names are the names of minor children of welfare recipients, some of whom may have sold their children's social security information and name for profit.

"September 11th changed the way we look at personal identification," Corbett said. "There is much higher scrutiny now and we will continue to arrest those who maliciously obtain Pennsylvania driver's licenses for the purpose of hiding their true identity."

Eugene Cobbs a.k.a. Marquis Munroe

Corbett said that Cobbs was the person who ultimately sparked this investigation after he fled a downed aircraft in Wheeling, West Virginia on Dec. 20, 2004. Agents investigating the plane crash recovered over 500 pounds of cocaine with a street value of $24 million from the plane. Cocaine was located in the nose compartment of the plane as well as disguised as wrapped Christmas presents.

Cobbs left the motel before he could be apprehended; he is currently still at large and is known to use several aliases. He has been known to frequent Philadelphia, Los Angeles, Las Vegas and Manhattan.

The grand jury found that Eugene Cobbs received a fake driver's license after supplying fraudulent information in the name of Marquis Tracy Munroe. Munroe was born in 1995 and according to testimony; his social security number and name were stolen and used without permission.

Agents said that Cobbs used a counterfeit Arkansas birth certificate and social security card and a fraudulent letter from the Social Security Administration to acquire his fraudulent license in Munroes' name.

The airplane then overran the end of the taxiway, rolled down an embankment and struck trees.A witness said he took the pilot to a local hotel after the crash, and it is believed that after a night's rest, the pilot fled the area.Investigators said they believe Cobbs was flying the plane to Philadelphia when it went down.Deputy U.S. Marshal Alex Neville said, “In my 17 years with the United States Marshals Service, that’s the largest amount that I’ve even dealt with in a fugitive investigation.”Marshals said the search for Cobbs started in the Valley, led them from coast-to-coast, and ultimately ended in Mexico.Cobbs was living illegally in Mexico in a gated, exclusive community in Guadalajara, something that helped police make the arrest, Neville said.







A four-year search
After years of chasing leads, federal marshals and the U.S. Drug Enforcement Administration tracked him last spring to Valle Real, an exclusive, gated community outside of Guadalajara, where he was living with his Mexican wife and child.

Mr. Cobbs, a U.S. citizen who has used as many as five aliases supported by fake documents, was in Mexico illegally.

Mexican immigration authorities arrested him on Dec. 5 without a fight. He was extradited to Houston and then brought to West Virginia.

The U.S. attorney's office in Wheeling would not comment on the case, nor would the DEA. Mr. Cobbs' public defender did not return a call, and most of his court records are sealed.

But as they do in most federal drug cases, prosecutors are seeking a plea and trying to secure Mr. Cobbs' cooperation against others involved in the case, whoever and wherever they are. In his scheduling order, the judge set March 10 as the due date for any plea and a trial date for March 17.

No one else has been charged in the case, which involves agents in Philadelphia, Los Angeles, Phoenix and Chicago and possibly other cities. Mr. Cobbs certainly got around. In addition to those cities and Guadalajara, agents say he was known to frequent Las Vegas and Manhattan.

PITTSBURGH (AP) — Teams of surgeons performed the nation's first double hand transplant on a man whose hands and feet were ravaged by a bacterial infection a decade ago and who hoped to once again be able to hold his daughter.
Jeff Kepner, 57, of Augusta, Ga., underwent surgery lasting just under nine hours Monday at the University of Pittsburgh Medical Center, where surgeons worked on each hand simultaneously, a hospital spokeswoman said.
He was in critical but stable condition Tuesday at the hospital's transplant intensive care unit, spokeswoman Amy Dugas Rose said.
Rose did not have information about the donor. The hospital was expected to release more details later this week.

Court records show that Zellars began working with law enforcement officials after he was sentenced in September 1995 to 110 months in a federal gun case (Zellars, who had a prior felony robbery conviction, was collared for selling weapons to an undercover federal agent). Zellars "agreed to cooperate with authorities and was debriefed" about the criminal activity of several individuals. "In particular he was debriefed concerning the drug trafficking activities of a Mr. Ali Baaqar," according to a government court filing, a copy of which you'll find below. During his cooperation against Baaqar, Zellars met with a DEA agent and a federal prosecutor, and subsequently testified at trial. "Ali Baaqar was convicted of conspiracy to distribute heroin based upon the trial testimony of [Zellars] and others." In return for his snitching, Zellars had 18 months shaved off his prison term when he was resentenced in July 1997 by Judge J. Owen Forrester. A court order signed by Forrester came after federal prosecutors petitioned the jurist to reduce Zellars's sentence in light of his "substantial assistance to the Government." The disclosure of Zellars's informant past will likely not sit well with rap fans and performers alike, many of whom promote hip-hop's "Stop Snitching" doctrine. Additionally, since T.I. (real name: Clifford Harris) is soon headed to prison due to the work of a government informant, Zellars's time as a government asset could be a cause for tension around the Grand Hustle offices.

Mexico Passes Law Making Possession of Some Drugs Legal

MEXICO CITY, April 28 — Mexican lawmakers passed a sweeping new drug law early Friday that would crack down on small-time dealers, legalize the possession of small quantities of drugs and mandate treatment for addicts.

Under the bill, it would be legal to have 25 milligrams of heroin, a fifth of an ounce of marijuana or half a gram of cocaine. The bill also makes it legal to possess small amounts of LSD, hallucinogenic mushrooms, amphetamines and peyote.

President Vicente Fox had proposed the law in January 2004 in the hopes of slowing down the rapid growth in drug addiction and the ranks of small-time dealers that has hit Mexican cities and towns in recent years, just as it has long plagued American cities.

Both houses of the Mexican Congress passed it in a last-minute flurry of legislation as their session drew to a close. The final version of the bill passed the Senate by a vote of 53 to 26 during an all-night session that ended Friday morning. After its final approval, the president's spokesman, Ruben Aguilar, said Mr. Fox would sign it into law.
